Homebrew Homebrew launcher 11.3.0? + TWLoader help

I'm gonna shoot two questions on one post. So I have an old 3DS with arm9 and I'm wondering if there is a homebrew launcher for firmware 11.3.0 yet. If there is, can you post a link with instructions? Also for those of you with ndsbootstrap expertise, in trying to update my TWLoader all of my games were replaced by void files and I don't know what to do about that. Thanks in advance!

Yes and it has been out for awhile now..

Always manually update TWLoader. It's still very much in beta, and updating it in the app doesn't properly update everything just yet.

By manually update, do you mean delete what I have now and redo everything with current versions?
