uh, maybe. Something like Remotejoylite would be cool, but.... it'd have to be over the network for the PSTV, for example, and for the PSV, RE of the USB interface would probably be required.
Actually there are shell calls to capture the current screen buffer (that's how screenshots work--it comes from the shell process). Now the question of can your process run in the background and capture 60 FPS AND stream it without noticeable lag in both the stream and the game. I venture to say no.

Perhaps not compressing and storing like a screenshot, I'm curious if it's possibly to create an app for the vita that works like 'remotejoy lite' did for psp, to pump out video over usb, it'd sure make getting vita footage not cost an arm and a leg.

Yes but not as easily as just swaping. You have to install fresh copy of Windows on it, and you may be able to save some stuff from old windows on it, you will have to reinstall most
