Yes, both DS loaded to GODMODE9 when (power) (Start) without SD card

It sounds like your 3DS might not be reading your SD card. If you remove your SD card from your 3DS and boot the 3DS holding Start, does GodMode9 try to load again?

The sysNAND/emuNAND toggle is missing, that tells me that Luma is being loaded from NAND instead of SD which is why payloads on SD are being ignored.
So you have the boot.firm Lacius told you to download on the SD card root now, right? (which does not mean a folder called root)
And your card is FAT32 formatted?
If the answer to both of these is yes, you may need to back up the card, format it (as FAT32, 32k cluster size preferred) and copy the files back on.

Secret sector. Not required

Rename SafeB9SInstaller.firm to Boot.firm and put it on the root of the SD card.

The 3DS reboots when you press A, just hold power to turn it off instead.
Looks like you got it updated correctly, so just continue with the updating B9S guide, and remember to put the latest Luma (9.0 I believe) back on as boot.firm.
