I am opening Fbi from homebrew but fatal error is comes please tell me the solution

You should inject it to H&S. Follow Section V in 3ds.guide/installing-a9lh

Homebrew isn't enough, you're going to want a custom firmware in order to install unsigned cias. Follow the guide linked earlier, 3ds.guide. if you have any questions about the guide ask here.
