Misc Having problems with streetpass, help?

It started two weeks ago. I was going to places where I've streetpass relayed before, and I wasn't getting any hits, I was still streetpassing my wife's 3DS twice a day. Then the update happened and I was streetpassing with ease again. Then 3 days ago, my green light came on signaling that I'd streetpassed someone, I open the plaza, no one to meet. I closed the plaza, reopened it and my counter telling me how many people were in my plaza had gone up. This happened 2 other times (I noticed because I had 1199 people in my plaza and was looking for my 1200th). Also, I can spend 30 minutes at a relay location and my 3DS won't meet anyone, but my wife's will and I still streetpass her twice a day.

Any ideas?

TL;DR: Can only streetpass with one other 3DS.

I thought maybe it was because I hardly ever turn my 3DS off, so I turned it off yesterday for about 30 minutes and was able to get some passes at relay locations.
