soundhax to get to HBL
fasthax to exploit k11
safehax to exploit a9
load luma3ds

I see, it seems as I had he file renamed as x_Decrypt9WIP, because I had to follow another tutorial to do step 19, as I didn't have the Nand backup. It's all good anyway, I finished the process and the 3DS is working as intended.That just means you did #21 wrong
@rafaeloz the game cart doesn't matter, could even be a ds game. Its just something to kick the 3ds out of its stall
