FBI won't scan QR codes from the title keys site. Is it because I need to do a system update, or because I'm using the 3dsx version?

It's probably happening because you are using the 3DSX version... It works fine with the CIA version. Maybe if you patch the FS process it fixes it? You can do that by opening the Rosalina menu, going to Process patches menu and Patch FS for the archive checks. Nevermind, it only seems to work with the CIA version...

freeshop and ciangel use the titlekeys website for their games library, so using either of those would get you the same result.

FBI works too, just not with the 3DSX version. Freeshop and CIAngel are better though, as it's much simpler to use.
