Dreamcast white screen after logo animation

Well, I got this from a friend a week back. The first time I turned the DC on, it booted up to the menu selection screen and then autobooted to a disc when inserted. Since I did not have a controller at that time I turned it off and left it there. When I tried it today it would just boot up the Dreamcast logo/animation and then then shows a white screen. This happens with and without a disc. Does anyone have a idea what the problem is?

is a vmu plugged in as well? would be my only guess besides some kind of hardware failure

VMU isn't plugged in, tried removing the modem as well. No go.

Power supply voltages are correct. The electrolytic capacitors on the mobo looks good and measurements seem fine.
