Hello.

There is no official "Rom Version" from Flipnote.
The File you search is only working with an Custom Firmware.

If you need it for modding you DSi,it is no longer needed because of the Memory Pit Exploit.

Also you can not use it on a Flashcard,it does not work.

You can use this Guide to put Custom Firmware on your DSi and/or the DSi Menu Replacement "TWiLight Menu" on it.
Then your .nds File from Flipnote will work.

Use NUS Downloader, I believe you can still get it from there.

Edit: Tried it myself, I believe you just need to select it from Database (update it if you need to) and Keep Decrypted Contents, download, then run the .app with TWLM++ or install it with TMFH.
