Homebrew does movable.sed change after formatting 3ds

Does that mean you get a new unbanned friendcode after resetting your 3ds? (I wanted to try the newest method of hacking a 3ds (BannerBomb) but I forgot to check if my console was banned or not before doing so.)

You are issued a new friend code online after formatting.
It has nothing to do with the movable.sed, and you don't get unbanned with reformatting.

The "localfriendcodeseed" and "friend code" are two different things and are unrelated, despite what the names suggest.

The process for unbanning is done after you get cfw.
You will know if you are banned because the current free cfw process (bannerbomb) requires using the friend service (smiley face on home menu). You can't access it if banned.
 
after about 7 days or so would nintendo possibly reevaluate my console and detect I donot have cfw and unbann me?
 
don't know. Nintendo may have read my activity log and detected twilight menu or fbi. I am pretty sure I told the console not to share data with nintendo, but that only goes so far.

What error code are you getting for this?
 
i swear i was banned but when i reset the console i obviously did not have a mii anymore so I created one and then the friend list went through its normal setup and it never said i was banned heck the popup window to add an online friend is even working.
