It does, because a9LH or the Homebrew launcher loads it off the sd card. I have a few games and my cart dumps on mine, so I have 64 gb, but 32-16 can definitely be enough.

Edit: note that all 3ds's come with a 2-4 gb sd.

All CFW's require an SD card. Although there are few mini-CFWs floating around like ShadowNAND and this one. They really don't do much more than add some additional protection and boot without SD card/arm9loaderhax.bin.
Regardless, you still need an SD card for games/apps/homebrews. I personally suggest anything 32GB and up, since 3DS games are pretty big.
