The cartridge version is only in Japanese, though.
The DSi version is called chyoto sujin taisen(Number Battle Express),and 'Express probably means it has something removed...'
Does the DSi version has anything new?

The puzzles in Story Mode are retained, but the story itself is almost gone. The names of the continents and countries are also gone, and the stages are simply named with numbers such as "Stage 1-1".
In the cartridge version, after each level there's a fortune-telling section. You can select one from four kinds of "luck". Each kind can only be viewed once each day, and obviously it changes each day as well.
So if you can read Japanese, definitely go for the cartridge version for a more complete experience. If not, it wouldn't really matter except for multiplayer.
