That actually depends if we can download the games from Nintendo's servers. If they aren't there, then there's not much we can do

or you could just go to the iso sites, one of them have a pack with most of the us released games.

You can also download them from 3ds freeshop using 3DSeSTUFF, decrypt them using ctrtool and use twltool to fake keys and inject them into your nand.

Obviously having a DSi application that automated that would be great. Having homebrew downloadable would also be great (not that there is much that works in DSi mode).

Unforunately nobody has wifi support in DSi homebrew yet.

Wrong, you can still REdownload all software you have a license for (allegedly until the end of this year)
You can't browse the shop normally but you don't need that, for redownloading (find the titles from the shop settings instead )

Just pitching in here. DSiWare is still downloadable via NUS Downloader which means it is still on Nintendo's servers, but in order to decrypt them you would still need their title key like on 3DS. So since the DSi Shop closed down so people can't buy DSiWare legally anymore, there would probably be a lot less people able to contribute title keys to something like an online database, so injecting them into NAND would probably be a more viable option.
