I'm not sure how to do ALL the folders, but you can customize icons for individual folders (and alike file extensions) by: right-clicking the folder, clicking properties, customize tab, change icon button (bottom).
try icon packager (from the object dock people). its not free though
however you can make any changes you want for a month and after the trial expires the changes stay in effect. if you uninstall the prog after that the default icons come back.
so if it's a one time change this is the quickest and easiest way to do it.
besides that there are options you can dig deep into in your OS that allow you to change default icons too. used that a loooooooooooooong time ago. will have to search for the exact wiki again.

Icontweaker is a free program but not a lot of people make iconsets for them.
