Yeah. That's normal on Mario Maker 3DS. If you ever dump your own Mii and the save data of Mario Maker, you can bypass that.
I have eur mii & eur mario maker.
I created mii chracter using mii.cxi
Didn't help.
mii data saves in nand folder tested.

You can change it to English.
I mean, Mii Maker is region-free and can be selected at any language. I used the unofficial build and changed to English.

Do you means you use citra to scan the code without using consoles?
Nope. Without the Camera Feature on Citra, you can't scan QR Codes.
But the Mii QR Code can literally scan as Pokemon in the console.
If you want to use Island Scan, just use the 100% Island Scan Cheat

Eventhough the New 3DS XL is more powerful, I still feel like the DS Lite was a more polished system. It's a real shame that it never got an XL variant keeping the GBA slot. You'd have to go on AliExpress and buy an ML shell to give a DS phat the unofficial "DS Lite" treatment, and that's the best we'll ever get I'm afraid.+1 -

@Jayro, I don't see whats so special about the DS ML, its just a DS lite in a phat shell. At least the phat model had louder speakers, whereas the lite has a much better screen.+1 -
