Gaming CIA to Game Cartridge

I had hacked my 3ds two years ago and basically just deserted it

My friend also has a 3ds but he doesn't want to hack it because he worries about his 3ds breaking (hes not into tech at all)

I want to give him a bunch of games by downloading a bunch of CIA games from online and transferring it to a game Cartridge. I came up with this idea bcs of those "300 games in one cartridge!" videos

Ive seen things online saying how there is a way to transfer save game data to the game cartridge.

My question is when ppl refer to save data do they mean the actual CIA game or just the save
Also, if they are referring just to save data is there a way to transfer the entire game?

R4 carts are for DS mode. So are the "three digit number"-in-1. Those multicarts are just very cheap flashcarts preloaded with a lot of illegal copies – often having their micro-SD slot closed with tape. Of course DS mode flashcarts (if not very old) run on unmodified 2|3DS consoles but they will not run 3DS games.

There are 3DS mode flashcarts (Sky3DS+, Stargate3DS). They are really expensive and have a lot of limitations (they are only able to run unmodified ROMs from the same region as the console, no eShop-only games, no out-of-region, no romhacks, no homebrew¹). Most GBAtemp members advise against getting such an expensive cart because of all these limitations when free CFW can do much more. And before I forget this: I've read that using .3DS ROMs via flashcart online requires getting something called private headers in order to prevent online ban – while installed .CIA files with CFW don't seem to cause any bans.
If you/your friend decide(s) to get a 3DS flashcart anyway and encounter(s) any problems: You won't get much – if any – help here on the forum and will be told to "ditch" your expensive cart and install CFW.

The way 3DS mode works (checking signature of the software on cart) prevents unmodified consoles from loading something similar like the R4 kernel software. There is no such thing like a 3DS multi-cart on unmodified console.¹ Also: Sky3DS+ and Stargate3DS don't run .CIA files.

¹Technically it is possible start homebrew from flashcart by using a ROM that is an entrypoint – like Ocarina of Time 3D or Cubic Ninja. However, homebrew does not always run reliably from userland entrypoints – especially on high firmware versions.
² Not counting Gateway3DS here. This outdated and problematic cart requires loading a CFW anyway. One could debate if the MSET exploit on official 4.x firmware counts as a "real" software modification.

Tell him to get over it, the tools and methods have been improved to the point where it's nearly impossible to brick even if you do every step wrong, as long as you're using http://3ds.hacks.guide which is up to date. Other guides might be using outdated methods that could be unsafe, this is especially true for video guides as they aren't easily updated and the creators usually don't bother taking down the video and making a new one.
