I want to use Pokemon Black 2 and Pokemon White 2 Key System and this is possible only via IR communication between these 2 games.

I read somewhere that if you have an original Pokemon cartridge (other than B2/W2) inserted into the 3Ds, it is possible to "trick" it somehow (via TWiLight Menu++ if I'm not mistaken) to use that game's IR transmitting system for a game that you run via a rom.

For example if I insert a Pokemon Black cartridge into the 3Ds and use TWiLight Menu++ to play a Pokemon Black 2 rom, then the rom can use Pokemon Blacks IR transmitter as its own.

Does this stand true?

If so, can I use another set of a 3Ds with a Pokemon White cartridge to work the same way for my Pokemon White 2 rom, and have them connected together via IR for the Key System?

And if that's possible too, would a JAP original cartridge work for an English rom?

Yes (to all of your questions).
Any ROM of a Pokemon game which supports IR can use a game card of any other Pokemon game which also supports IR. Any language/region will work.
