If you add it to the txt file the other cheats do not show up unless you add that cheat at the bottom but even then this 200 ZR atk cheat won't show ingame.
It is like this cheat is blocking the other cheats from showing.
I tested it out and if you do not add the 200% ZR Atk other cheats will show up ingame.
I tried to rename 200% ZR Atk to just 200 ZR atk but that did not help either.
This is my cheat file .

May simply being creating a branch to custom code that adds a chance of 100% to the chance that it recruits normally. This is because it is quite likely that it is using registers to store the chance, and fmul'ing a few registers together to get the chance. A working code likely creates a branch to free code (different per-game, and not all games have free code), then writes the code there. For example, the following code for Monster Hunter Rise: Sunbreak writes to free code, then adds a branch and link (bl) instruction (overwriting the original code instruction that they want to change) that jumps to the custom code, which at a point returns (ret instruction, represented by 'D65F03C0') to the offset after the changed instruction:
