Hacking how to correlate smash bros versions to the cheats?

the versions only go up to 9.0.0
but here is a cheat file from the https://gbatemp.net/threads/cheat-codes-ams-and-sx-os-add-and-request.520293/ thread

and it says "ver 12.0.0 and 11.0.1" is the official nintendo site just simply missing these versions on the update history webpage? cuz on this site i do see it goes up to 13.0.1 https://www.ssbwiki.com/List_of_updates_(SSBU)#13.0.1

Nintendo's information doesn't seem to get updated anymore after 9.0.0
