Homebrew Can't get anything to boot, get black screen and "-3"

I'm trying to boot into HBL on my 5.5.1E Wii U.

My usual setup is Haxchi, set to autoboot Haxchi CFW, hold A for WUPInstaller, Hold B for HBL.

Booting haxchi into cfw, then booting it again holding B to get into HBL, I get a black screen with "-3".
This also happens holding A trying to boot into WUPInstaller.

I tried a different SD card. Same thing. I tried redownloading and replacing ALL files. Same thing. I tried booting HBL through Loadiine.ovh, and it just crashes the console and I have to hard reset it by pulling the power from the back of the wii u.

Someone please just give me some guidance where to go to get everything working again!

Recreate config.txt file and place it in sdcard://haxchi

Recreate config.txt file and place it in sdcard://haxchi

I had similar issue except mine was -5
had to change config.txt to have correct path to wup_installer_gx2 then use haxchi installer again.
