I am going to buy these 2 games used so I need to know, Can I delete the save files and start the games from the begining?

Yes, with 3D Land. Yes, with Ocarina of Time 3D. No, with Resident Evil.

Yes also for Resident Evil mercenaries if you have a usb dongle to backup/Restore 3DS saves (like the neoflash DR SMS2), you just need to send a blank save file to the game, and when the game starts it will say the file is corrupted and format itself the game will be like brand new.

Source: me I did that with my cheap used copy of mercenaries.

Actually, the answer is yes, partially, and no.
Super Mario 3D Land - yes
Zelda Ocarina Of Time - you can delete the save file but Master Quest will still be available if the game was finished(so you will have three empty OoT and three empty MQ saves)
Resident Evil Mercenaries - no, not without a USB dongle, sorry. Btw, the "NDS Adaptor Plus" by EMS can be updated to work with 3DS games in case you had one of them for Pokemon HG/SS saves.

It's not stored on the console, it's stored on the cartridge

Actually, having MQ and Boss Rush unlocked for OoT would be awesome! If you're already familiar with the game, you probably want to get right to Master Quest.

I think it's possible to delete everything unlocked in Zelda OoT. The manual says that pressing and holding the A, B, Y, and X buttons when the 3DS logo is being displayed will erase all of the save data at once. Maybe that includes the unlocked features...

I still think pulling out the cartridge during a save might fix this problem..

Some games (like Pokemon) have redundant data and won't be completely damaged by doing this.

Honestly I think games saves should be good enough that turning off while saving SHOULN"T corrupt it? I mean its already 2012 and if saves still Corrupt then there must be a problem.
