Entirely by software.

First of all build a newly hacked NAND with JRunner, 360 Multi Builder or any other NAND building program.
Then flash it back with XeLL or homebrew like 360 NAND flasher (launched with FSD)

After that, download the update from xbox.com and unzip it.
Rename the $systemupdate folder to $$ystemupdate (THIS IS VERY IMPORTANT) and plonk it on the root of a FAT32 USB.
Plug it in and boot the MS dash.
Let it update and you should have Avatars etc restored ;]

ALWAYS UPDATE THE NAND FIRST before you update the Dash.
If you don't then in the worst case you'll fuck up your entire xbox.

First the NAND and then the Dash, then you won't have any problems.

As part of the RGH process you will have various keys and other pieces of choice information (if your seller is good they will give them with the 360 but if not they are easy enough to get with xell)- these get used on your PC to make a new NAND image which then gets flashed via software (usually off a USB thumbdrive). I imagine this is what will happen from here on out.

In addition to FAST's post:

The CPU key is obtainable from XeLL.
Just write it down or take a picture.

The CPU key along with the DVD key is displayed under the fuselines.

Extracting the NAND can be done with Simple 360 NAND flasher (found on Filetrip)
Reflashing can also be done with Simple 360 NAND flasher.

250GB or 4GB? Not familiar with US prices, but looking around it does seem a little expensive.

250GB Kinect bundle is $350. Most installers seem to be charging $50-60 for RGH and $30-70 for flash, depending on whether they use an unlocked pcb for the slim drive. Even with the high end prices, you would be at $480

Based on that, I'd say it's overpriced.
