And why is it that you feel like asking the community will get you your port? You think it's something as simple as spending half an hour of coding? People that do ports or homebrew do them because they want to, not because they have been asked to do it. Some like the challenge, others just want to give back to the community. But they never do it because people keep asking. Just because X has been ported doesn't mean Y will be ported. You need the source code and if not then you have to decompile the whole game. It's not that simple, if you want it then learn to code, but never ask for something to be ported, the way you wrote your initial post is something like: "Bah, it will be easy peasy and in like half a day they'll have it yay"
It feels like mocking homebrew devs

There's a port of Super Mario 64 for the 3DS and the source is available as well. Of course, there's a difference between altering a source code and hacking a ROM.

Doesn't look like you're actually asking, but more like ordering the devs to do it. Bad starting point.

Seeing as B3313 hasn't been ported to PC in any capacity, good luck. You might be able to get some kind of start using RM2C, but AFAIK it's only able to extract levels and assets. A decent amount of manual work would still need to be done to recreate any unique actors/behaviours/scripts/etc.

Start with trying other emulators (and PC emulators.) Then tell us which one works, and then MAYBE some devs will port that emulator to the 3DS, and even then you're lucky if it doesn't only work on N3DS.

Daedalus. Like the starship the Federation was using before Star Trek: The Original Series until CBS retconned everything. Like I said in my post, you don't have to port Super Mario 64 to the 3DS. Someone's already done that:

There's even the source code for it. That said, I think you'd have to hack the data files that are included with it in order to get the ROM hack. Also, here's some tools that were most likely used to make the ROM hacks you want to play natively on the 3DS:

You might be able to pull all the changes from the hacked ROM, replace what's in the source with the changed stuff, then compile the 3DS source with the changes and you're done.

Most versions of linux have WinE, which will allow you to run Windows applications. If it's not already installed, you can find it in nearly every package manager for linux and install it that way.

You'll need to get your linux box on the internet, then do this:

Apparently Ubuntu comes with WinE, but it's not very current. Of course, if those tools work with the WinE that your version of Ubuntu already has installed, you could just run with that.

Of course, to build the 3DS version, you'll need devkitpro and an original ROM file for Super Mario 64. Reading through this will get you started on how to "test compile" the source:

Here's a video from a known programmer in homebrew that now has worked for NightDive and currently Limited Run Games. It's not easy work, but it has been done with other rom hacks - even if it will be a tall order as the original decompilation uses checksums to verify the correct baserom, and changing anything in the file will change said sum.

If all else fails, there's Daedalus64 on the 3DS. Mileage will vary, as the ROM doesn't work on original hardware via Everdrive (I tried myself - no picture but bugged audio) and has emulator optimizations.
