FFVII-2, you may want to try hopebuy.com. It seems that they have it in stock and you can also make it known of its urgency in the comment and on the forum.
I ordered mine friday night and am receiving mine today. This was with the cheapest shipping option AND that there was a flight delay too. So I would assume that if u pick a faster shipping AND tell hopebuy that you need it fast, chances are, you'll get it before the 15th.
That is not to say hopebuy.com is the ONLY solution, but from my experience only with hopebuy, it seems feasible.
EDIT: Talking about speed. I'm at work and the reception lady just came by my office to hand me my package! They packed my items inside a lil box and placed it in a huge fluffy, oversized, plastic bag from UPS. LOL. The invoice says: "Sample of plastic toys" Item Value: US$10 Total value for customs: US$20.
