The only place I have ever seen cigarette vending machines is in pubs, so how on earth are 11 year olds getting in there in the first place? As for doubling pack sizes I think it's a good idea; smokers are going to get through them all anyway so it makes no difference buying 2 packs upfront rather than 2 individual packs. It's not going to cost them any extra while pushing it out of the price range a child might be able to afford in one go.

The only catch to putting them under the counter is that you won't be able to see the prices before buying. Or are cigarettes the same price everywhere so it's not an issue? (spot the non-smoker

cigarette prices vary from shop to shop, in Indian corner shops they are more dearer though ¬_¬
