Gaming At what lvl will my starter disobey me?

I have 7 gym badges (every one exept the last one) and i am training my starter (empoleon) and i want to know if or at what lvl will my starter start to disobey me?

Your starter will never disobey you, when you get the gym badges they say thats its traded pokemons only, once you get the 8th badge all traded pokemon up to lvl 100 will obey you, all pokemon you catch in game, no matter the lvl, will always obey you.
