Got some awesome news, in regards of the Denpa men QR codes. I have completely figured out the format enough to create one from scratch.

Edit: First full feature complete version of a Denpa men Creator/Editor.
https://dl.dropbox.com/u/20737085/Denpa QR Editor.zip (Note, because I haven't totally reverse engineered the encryption, (It is possible to do, using the name field of the hex editor, (0x34-0x5F inclusive)), I can't automatically populate the fields from a loaded QR code. However, you can load one, change something, preview it on 3DS, change something else, preview it on 3DS, and that sort of thing.
The Crypto is in the form of 53 2 byte pairs. First byte is cipher text, second byte is decryption key. If the low nibble of the decryption key is 0, then cipher_text == plain_text.
There was no checksum to reverse engineer.
