Anyone know how to make a custom iQue Firmware?

Hello, I've been writing homebrews, many of them need to use a real flashcart to test, so I need to boot nds over and over again.
but the health & safety warning is annoying, I want to find a way to skip that.

I already know Flashme can skip the h&s warning, but it only contains English version, but my ndsl is iQue and I want to keep Chinese support.

So, anyone know how to mod a firmware?

I already found fwunpack that can unpack a firmware, but didn't find a way to repack it.

or, any one know how to port the passme to iQue?
