Depending what are you trying to do. On a USB device the best way to but a ISO file is using VENTOY. https://ventoy.net/en/download.html

I use Linux. And I can only install it through a live DVD.

EDIT: Never mind. Found the tar.gz version of it on the Sourceforge page it links to.
