ROM Hack 3DS to CIA "could not read rom file"

I have tried this with two programs: 3ds Lazy and 3ds to cia converter v4.1. Each time i put in my .3ds file and i get the error "could not read rom file". There shouldnt be an issue considering i have tested this with multiple rom files (mainly a pre-built ORAS .3ds and one i romhacked myself). I'm running windows 10 x64. Is there any way to fix this issue?

Just use 3DS Simple CIA Converter.

EDIT: Nvm it worked. How come i haven't seen this solution before. AND CLOSE THREAD!

Probably has something to do with the keys. There was no slotxkey.bin so it must have invalid keys.

ya you need that in the 3ds sd card when you generate the xorpads

Ihave. Seen it referenced. So how would i get it? I know the key cant be said here. Is it one universal key or seperate per game. Also just in case my 3ds specs are in my sig.

make a new hex folder past this http://lmgtfy.com/?q=govanify+3DS+0x25+KEYX+html in to it and name it slot0x25KeyX.bin hint:its not a big file just so you know
