It"s a developer unit most likely a Panda Unit, you need to update it with the Developer Firmware, saying so you can only get them from Nintendo being a developer from their developer site, if you want to be a developer you can try getting into Nintendo Developer Program, saying so if you want to use retail games in itI don"t think you will be able to do anything at the moment, but you at least will be ale to run Retail DS games.

Ask @Reisyukaku about it - has a dev unit as well

I think Luma3DS and/or Decrypt9WIP can detect what it is in some way

sell it on ebay and make lotz of dolar
That won't fly too well, really. Once people realize how cheap they actually are, a lot of eBay sellers won't get the prices for them that they're asking. I'm not at liberty to discuss numbers because of NDA, but they're actually not terribly priced.

On the other hand, if they were to sell it to a dev that could make use of it, I'm sure that'd be a better use, plus devs need all the breaks they can get. The software that isn't given by Nintendo isn't exactly cheap.

I disagree with that, I think they're way too expensive. Obviously way more than they cost to produce. He should be able to get a lot for it on eBay.
