Hacking 3DS Testing unit with preinstal DEV Menu

This was an early snippet, and gives some indication of how over the top some people are thinking about this:

When the 3DS dev tools were still private, I remember seeing an application form on Nintendo's site listing the requirements, and the total cost of all the dev hardware, which was around $10,000 (I can report this number since I wasn't under an NDA when seeing it). After a while, I began to suspect that I misread the number. But then made the tools public, so I took a look at the prices of the individual components, and nope. It really would cost around $10,000 for all the dev hardware, and panda units are by far the cheapest item the offer.

You can convert a retail CIA to a dev CIA via this, apparently:

You could try converting hblauncher_loader to a dev CIA, but I've absolutely no idea if it'd work or not.
ReiNand has a Panda build here, but you'd need to compile it yourself: https://github.com/Reisyukaku/ReiNand/tree/panda/

@LinkSoraZelda There are also Panda Units of 3DS XL, 2DS (but I"m not sure if Nintendo still sell them as of now) and Snake Unit (New 3DS) for Test Units; PARTNER-CTR DEBUGGER, PARTNER-CTR CAPTURE, PARTNER-CTR DEBUGGER/CAPTURE for Development Kits ( I"m not sure if Nintendo now offers or don"t offers New 3DS versions of this, but maybe someone that is in Nintendo Developer Program know) and there are different Flashcard and Memory for Developers and other that only Nintendo use (there may be more Development Hardware). Also Louvre 3DS"s seems to use a special Firmware.

don't know why anyone wants a device that is made for developers, you can just look for the dev app cias and install them on a retail unit and they work anyways.
