I am not 100% sure I understood your question, but I
think this will allow you to do what you want.
If you do not have a "Run..." option in your start menu, you will have to enable that first in the configuration menu that DeMoN described.
In order to open the Group Policy Editor, you will type "gpedit.msc" into the Run... command window. The applet in the above screenshot is what will open.
Open User Configuration > Administrative Templates > Start Menu and Taskbar.
There is a long list of configurable options for the Start Menu and Taskbar to the right. With the Extended view tab selected by default you'll be able to read details about each one if you click on it, describing what happens if you enable or disable certain things. In my screenshot I selected "Force Classic Start Menu" which may allow you to do what you are after.
If not, you may find alternatives in seeing the other options in the list.

I recently found out that this utility isn't accessible in Windows 7 Home/Home Premium and that only third-party utilities or registry editing can force "Classic" Start Menu display. Sorry if it doesn't apply.
