So... Does not turn on as in "The blue LED lights up shortly and fades off again"? That is B9S (or when even older A9LH) not finding a valid boot file.
For that case:
Take an empty, FAT32 formatted and tested (use h2testw or F3) SD card and provide the following:
For the case non of these do anything: Make sure the console SD isn't dirty or defective and try the same files on other FAT32 formatted SDs as well.
- Latest Luma3DS boot.firm from the archive here.
- In case that does not work try boot.firm from v7.1
- Lastly try arm9loaderhax.bin from v7.0.5

- Hold (Start) on power on to see if you get GodMode9 (or anything else)
- Hold (Select) on power on to see if Luma3DS settings come up.
If none of these is the case this is most likely a software brick requiring an ntrboot compatible flashcart to repair.

In most cases another, a working DS console is needed to flash the exploit. Few carts come preflashed, like this one:

- Get a compatible flashcart from the list(s) I linked above
- Flash ntrboot exploit to your R4 with another console – Step 2 can be omitted if you get a preflashed R4 –
- DS Lite or DS "Phat" – or –
- DSi or DSi XL – or –
- A working 2DS or 3DS with B9S – or – A working 2|3DS without B9S
- Install B9S on the software bricked console with ntrboot
- It isn't always easy and takes some practicing. I've more trouble pulling it off on the Old 3DS(XL) than on the New 3DS(XL), but if done correctly it should work on any 2|3DS
- Troubleshooting failing ntrboot isn't easy as there are multiple possible causes (not important for now… first get a compatible flashcart ready)
- You can attempt repair firmware damage once B9S is installed

To put the repair software on the flashcart, a working DS system is needed (yours is fully bricked so it won't do it) – so buy/borrow one and follow the appropriate link to the step-by-step guides above.
Or get one of the few pre-flashed R4's that contain ntrboot from factory on.
We can't continue until you have your flashcart with ntrboot exploit ready.
