Seems 1 is the LED driver with sleep mode and the other a Digital Backlight Brightness Controller?
I found the parts at link below while looking into backlit screens for GBA and GBC, maybe you could contact them for the exact chip?

edit: Oh seems to be a different chip on second. But since you were talking about the green board anyway:
"This module provides the correct backlight voltage and current to drive the LCD to its full potential producing a crisp clear backlit image BRIGHTER than a genuine GBA-SP-101!"

I would follow along with this comment with a caveat if you look in the video there are further instructions. Ben specifically recommends going to the link below.

And if you go further you will see someone responded to the comment.

Since no one fully replied I can explain this as per this video as simple as possible Make sure when following the guide you SKIP from 1:50 to 3:14 as these parts are completely unnecessary and will result in a mess. So now i will begin the guide. We start at 25 sec you desolder and lift the floating pad. Your only working with Positive! You must tape between the POSTIVE half like he does at 1:07 BUT you dont tape over the minus point, the minus point gets soldered together with the pad. (It doesnt show him doing this since hes doing the controller mod also).you stop following the video at 1:50 but place a final strip of kapton over both solderpoints. Now you feed your wire through the screen shell to bottom shell compartment and put your screen shell back together. Now you start at 3:14 and follow exactly as he does, at 3:49 he grabs the first wire. This is your Positive wire you soldered from your screen. Do exactly as he does till 6:38 after that your job is done."
