No. You can't get The Homebrew Launcher on 11.4. You can, however, get CFW.

hb_launcher_loader 1.3 + new boot.3dsx = homebrews.

If you buy an acekard 2i you can flash cfw to your console in minutes. Your only other options are to find another 3ds that does have cfw or get a hardmod, so again I recommend the acekard 2i method.

Can you point a tutorial for this method?
I bought an used Old 3ds XL that is already on Firmware 11.4, and I have an Acekard 2i to test it.

Hardmod or second system with CFW, go to http://3ds.guide. As of now, there are no alternatives.

Either buy another hackable console, hardmod your 3DS, involves soldering, or wait for ntrboothax to be released and buy a flashcard that's compatible with it.
