Just imagining setting up Persona 3 on the PS2, then prehaps somehow making a shortcut on my switch homescreen where I can launch the game from? Is this possible?

If it was id imagine it being id make a linux desktop shortcut first to the game then somehow porting that shortcut as a app on the switch homescreen.

The PS2 has no features to start a game by clicking some link on another device.
You would have to make some homebrew apps on both your PS2 and Switch.
The PS2 also has no default wireless connections like Bluetooth or Wifi.
So a USB cable is your only option by default.

The source for OPL is open source so you could have a look on how to start a specific game.
Then you need to be listening on a USB port for the signal to start that game.
You could have a look at for example the source of GoldLeaf on the Switch, which communicates over USB with other applications like NS-USBLoader.
Then you have to make a homebrew app with a button to send the command over USB to the PS2.

Technically not very complex if you're into homebrew.
Else you might need an AI overlord to guide you with all the homebrew tools.
