Did Nintendo make the legacy download servers slower?

When I'm trying to re-download eShop software, the download is much, much slower than it had been previously. The download animation always has only 1 block coming in at a time, meanwhile previously there were always 3 or 4 blocks.

Is it my connection or did Nintendo decide that barely anyone downloads legacy software anymore so they can just use slow-as-hell servers?

Edit: For some reason I'm now getting the 3-4 blocks again. Maybe the servers were congested or something.

Whats your point? Ninty didnt kill off redownloading software ya own yet.
If that's what you're talking about, I think those servers have been slowed down since Nintendo no longer cares about the 3DS.

Like any large tech company they obviously scale bandwidth capacity with number of active users. Both so that they can scale up to meet increased demand and down again when that demand is no longer there. This is how the modern Internet works.
