Trying to hack a PAL N2DS XL in America, need a little help

Alright, I've hacked 3DSs before, I do know what I'm doing. But this time I have a new PAL N2DS XL, on the latest 11.15.0-47E firmware. I know this means I must use the seedminer route. But I unfortunately can't get past step 6 where you must "Go to your Friend List (the orange Face Icon in the top row of your Home Menu)"

When I enter the Friend List, I receive the error: The service is not available in your region.

It would seem I'm region locked from progressing. Is there away around this? Some sort of VPN I can apply to a mobile hotspot or something like that?

EDIT: After a little further tinkiering: it was the specific region I set that was the issue (Isle of Man lol), changing to England actually resolved part of the issue in how I can actually enter the Friend List page.

But as a follow up: while I can at least view that screen after changing the region to another, I still don't have a friend code number to take note of (all just question marks) as it wont connect to the servers (though I do have an internet connection). So yeah, I return to my original point, is there a way to trick my 3DS to thinking it's being connected in England or the like?

Just a clarification, there's no such thing as a PAL N2DSXL...

And about "tricking" your N2DSXL to connect "from" England, you would need to setup a proxy or a VPN.

Whatever, lets not waste time fretting over semantics, you know what I mean, it's a region-locked N2DSXL not able to natively play American games.

And, yes, I threw the possibility of using VPN as like a hotspot or something. But I've never done such a thing before, so I guess what I'm really looking for is some guidance and some sort of confirmation that it would work in the event that my VPN options are locked away by a subscription fee.

To be clear: was this brand-new when you purchased it, or did you get it used? Because if it's used, it is entirely possible the previous owner did something to corrupt the Friend list. Reformatting might help. I very much doubt a VPN will do any good; there is no history of such things being necessary.

Brand New. While I don't want to go buy a UK copy of Mario Kart just for the hack especially since i already own a legit US copy. But I had forgot about the NTRboot solution. I have a flashcard that may be compatible, I'll look more into this later. Thanks for the reminder on that one.
