I am having the same problem with OP.
I don't have any random issue on my 2 switch consoles at all.
I just purchased another switch console 2 days ago and I failed to send any payload to it.
Using the same PC with my other 2 consoles, both of them works fine but not this newly purchase switch.

I know exactly what I am doing, I can boot up another 2 older consoles just fine.

Can you check on the back of your nintendo switch for year and model ?
Mine are:
2018 HAC-S-JXE-C3 = does not work
2016 HAC-S-JP/EU-C0 = works fine
2017 HAC-S-JP/EU-C1 = works fine
Thanks.

YES i have the "HAC-S-JXE-C3" :( :(
Okey i will sell it when i will come back to my country and try to get a second hand one

Well quite a few people suggested they'd be out around summertime and given the disclosure window time it's entirely possible these are revised ROM units. Makes sense they would distribute out quicker to the homeland as well. All lends credibility to it.

Because those units came with Horizon 4.1, they actually can't be T214 based, right? So it's still T210 just with an updated bootROM?

BTW, whats the difference between a T210 and a T214? New manufacturing process? Higher clocks? Higher mem bandwidth?

if you can take the back off and see if they changed the motherboard markings should be right next to the usb port, something like
HAC-CPU-10

I would imagine markio units will be
HAC-CPU-20 (assuming there hasn't been other revisions to the pcb prior to the markio

Can you try to boot it into rcm and send biskeydump payload to test if it is working ?
You can get the files from here, http://switchtools.sshnuke.net/
Thanks.

What version of hekate payload you are using ?
So I will test the same, thanks.

===== update ======
I tested 3.2, 3.1, 3.0, 2.3 from https://github.com/CTCaer/hekate/releases
None of them works with my switch :'(

Where is the serial number of the console?
I bought a new switch (firmware 4.0.1) yesterday and I'd like to know if it is one oh those new ones

I would imagine there might be an overlap of markings on the case as they have to use up remaining shells, I have several units with the same shell number (HAC-S-JP/EU-C1) but have different motherboard revisions on the inside a couple HAC-CPU-01 and a few with HAC-CPU-10

assuming they change the markings on the PCB (the usually do with any revision to the board, so I would imagine they would ), would be nice to just confirm the board has a different product code and maybe the fist part of the serial to start a little guide on what consoles to avoid assuming it does end up being a markio unit
