There is also a config menu with options to enable or disable health and safety screen (like in the video) and enable splash, which should look similar to luma3ds's configuration screen. (Source: github)

Is it even possible to program a sort of VC emulator with an official-looking interface and better DSi-enhanced emulation using TWL clock speeds off another existing emulator for DS?
IDK, just look at Sonic Classic Collection, which is essentially just a DSi-enhanced version of jEnesisDS packed into a DS Game Card.​

There are other GBA emulators for DS, for example TempGBA, a plugin for DSTWO, which uses an in-game menu. Maybe we can recompile it into a standalone .nds file?
DSi's CPU is not that good. Indeed we could improve both Genesis and SNES emulation but is not that powerful as DSTWO's extra CPU. Also gbarunner2 is perfect for the DSi. I don't care if it does not have a in-game menu just like AGB Firm in 3DS or Nintendon't on Wii.

I have to admit GBARunner2 is a good emulator, but it doesn't have any border surrounding the screen, unlike the DS(Lite)'s GBA mode.

Actually, I might be able to create an ingame menu. I have enough control over the game to do that. Restore points might be possible, but could give problems, because some stuff might be hard to save and/or restore.
If someone wants to provide graphics, post them in the GBARunner2 thread.

You don't have to update the main GBARunner2, you can just make a fork of it, if you will. Maybe even make the emulator fork load one ROM off an SD directory, similar to @SuperrSonic's RA forwarders.

No need, just do it for the DSi VC version. We can maybe even get more people to make DSi VC forks out of other emulators, like jEnesisDS, nesDS or NeoDS, and implement the ingame menu and ROM forwarding into the forks.

Just make sure to do some research on how the 3DS VC Menu, DSi Menu and System Settings work, and I'll help you and other developers implement my in game menu concept and make it behave as close to the official System Settings as possible.

We'll continue this DSi VC discussion on PM, as this is becoming pretty off-topic.

I'm thinking about making the forwarders work on DS(Lite), but making them enhanced when running them on a DSi with CFW.
In my opinion, it doesn't matter if you have to put the forwarders on a flashcart in the case of DS(Lite), but going with SRLoader or HiyaCFW is much better if you own a DSi.

OK, back to the topic of HiyaCFW: will it be released alongside RocketLauncher?
