No, unless you bought a certain dsiware. Otherwise you need a hardmod

1) It's a DSiWare game, not a 3ds game
2) They don't both need to have it?

They would need to have a certain dsiware game that is listed on the guide. You inject the save file with the hax information. You then transfer it to the stock 3ds which then allows the hax to be ran and to write the b9s from it. The dsiware game HAS to be legit bought from eshop or it wont survive the transfer needed.

Your friend must have one of these games in their region.

Please readdd. Check again what I said earlier.
You can use a lot of DSi games on the eShop and inject and exploitable game into them, they'll still be legit.

Its a easy process as I done it with my stock 11.4 N3ds. It also is a fairly quick process. The only thing you will need to worry of is either waiting out the 7 day transfer wait. or calling ninty to get the transfer time removed

Yes, there are games such as faceez and faceez! monsters still on eshop as i got it open atm which can be used.
