Cheetahmen 2 does work. He got screenshots from me, but I got it working through a patch I found. I guess the creator of the patch's name is mottzilla? It changed the mapper to mapper 1. Then just redid everything for mapper 1 and it worked.

Why not? Honestly I just tried to do to see if I could get it working or not. Just something to do for fun.

It's a basically a unlicensed multicart of games for the NES. The developers tried to make cheetahmen a game series using it.

Not surprising, it used a weird mapper unique to that cart (well CheetahMen II used it also, but it already has a ROM hack that makes it use mapper 1 as mentioned before). Why would Nintendo add support for such a mapper?

It's actually an underrated gem. Just because AVGN reviewed it doesn't mean it's bad.
