First, there's really no reason to open up another thread for this. Just stick to the official freeShop thread.
Second, for it to be on freeShop, someone needs to buy the game, dump the ticket, and upload the ticket.
Third, If you don't want to wait for that, buy the game instead.

If you are running Luma then you can download the .cia file off that iso site and install it using FBI
This is how I did it yesterday without any problems.

I wanna do that but I dont wanna keep opening my 3DS just to install games on it. Oh and btw EU version is in Freeshop now. I'll still wait for the USA version though.

I have to ask, the OP pointed out the EUR version is on free shop, why is the USA one so interesting if the person isn't from that region (According to the flag of the philippines)

Also umm please do not open a new thread every time a game you want isn't on freeshop, there is enough of these kinds of things, patiently wait or get a copy yourself. Don't expect a game to show up on DAY 1 LAUNCH especially if people buying the Eshop release aren't uploading ticket data to pirate. Is a optional thing to contribute, and maybe not everyone wanna download a game that has no refund policy nor store all the data on a sd card where other options are available like retaill.

These threads are as annoying as the "What firmware does (XXXXX) need to play on ps4" or "New firmware, should i update" Those kinds of information will automatically be discussed or revealed when it happens and someone has information.

My 3DS is USA region don't wanna risk installing EUR region games even if I have luma + a9lh

Okay, but you do know luma means Region free right? Did you consider region change or you just prefer to keep taking the safe route? I understand if you just want to be safe about the decisions you make with the system seeing is kinda expensive if you need to get new one or repair it. But is actually not gonna harm your system, trust me, i have all sorts of other region cia on my USA system and no problem so far. But i understand your decision. :)

I can't really say, based on my knowledge of the game, is a port of a decade old PS2 game, unless they added more content to the game i'm not aware of, then i dunno if dlc exist for it. Also if i remember correctly there is a tool that supposed to fix online out of region problems, i forgot what is called but i think is a secret system dev tool you have to install. I can't really help you there as i dunno much about it myself. If dlc does exist, and you are getting the game from freeshop, then that shouldn't matter cause is free anyway, no reason to complain about something that is free.

There is some kind of downloadable costumes for the characters in the game. I think JPN version has this too.

Are there still unlockable costumes? I thought the games had armor and equipment to unlock, not costumes, i mean they change when you equip them, but is for stat boost, not like titles in the tales series games.
