Cause it's an eShop only title so you have to generate a fake ticket to use it non-legitimately. Put Title ID & Title Key from that key site to a generator, http://www.cpokemon.com/labs/tik or any other source. But while using fake tickets you have to disable security checks in your console. It's possible by running a Mocha CFW, a (ColdBoot) Haxchi or a sign_patcher.

Thanks oji for the info. Sorry for the fact I'm really noob but I'm going to use simple-signature-check-patcher because it seems the simplest one. But how to use it? I downloaded an .elf file, I must create a folder in the sd card named "Simple signature check" and put the .elf file inside? After that?

As for every other homebrew title, you have to put it in the SD:\wiiu\apps directory, in a root or in a subfolder, as you like. Then you have to run this app in the Homebrew Launcher every time your console turn on if you want to install or play a fake-signed key's title. This hack isn't permanent so it's gone after shutting down your Wii U and after a "soft" reboot (i.e. going to the System Settings).

Which are the steps? I run the simple-signature-check-patcher, then I install tipping stars game to the console HD and then i can run it?
After I reboot the console before run the game i must run simple-signature-check-patcher again first?
