Hacking Region changed New 3DS JPN to USA MiiVerse still in Japanese

Setup is New 3DS LL A9LH+Luma6.3.1 SysNAND 11.1.0-34U

Region changed a New 3DS LL from JPN to USA using Plailect's guide, however MiiVerse is still in Japanese.
I've tried installing the USA MiiVerse cias from 3DSNUS with FBI.
I've also tried adding language emulation files in luma/locales(tried "JPN EN" and "USA EN")
Any ideas?

Only note that if you want to avoid to get your content in "Nintendo 3DS" to be deleted you need to use Tiny Format instead of the option in System Settings.
