Yes, confirmed weeks ago. The non xl n3ds are still shipping with 10.7 thats all old factory stock.

some are already coming on 11.0.0-33, but unlike special editions it's harder to tell. if you can walk to a store and buy it, you'd want to check the serial number on the box.

My n3DSXL bought a little more than a week ago came with 11.0.

Fortunately, I had my o3DS from 2011 already hacked, so I just had to buy Legends of Exidia.
