I knew chmm2 had some problems with those characters, but I'm not so sure if that has changed on the newer releasesyou can use á, é, ç, etc. It'd be best for your translation to include that.
EDIT: Rinnegatamante says the Help Menu doesn't properly display UTF-8 characters. I suppose some of the á, é, etc will have to be changed in all translations that use it.

Unfortunately not (at the moment), body_LZ file is compressed, it means it requires a major rewrite and the addition of a decompressor to achieve that.

I made a bgm.bcstm from an "empty" wav file, so it has a length of 0 and plays no audio. Only a few hundred bytes. I'm attaching it here.
What you could do, is if the user specifies they don't want audio (could add this to your settings menu) you use this void bgm instead of the one from the theme file.
