Gaming [Help] Sonic CD (1996) Music won't loop on Windows Vista

I've made a thread about this game before, but I fixed the problem myself. My game works on Windows Vista, but the music in a level plays only one time, and does not start again. How do I fix that? Also, How do I enable debug mode? I put this in my SONIC.INI file:

It's unfortunate that windows vista isn't elegible for free upgrade to windows 10. All former Vista machines that I've updated (using MSDNAA serials for windows 7 in first place) to 10 got a lot smoother.
Edit: Good to know that the old PC version will run properly with this tip. Even if I've already bought the Taxman remake.
