Do you have an Old or New 3DS? Either way, look for anothet DLC CIA on the internet and install again. Make sure it mathes your game region. Also, if there is an update, update first. Finally, after installing the DLC don't go into the eShop or update anything. Save your DLC CIA to install again whenever you need to go insto eShop or update a game.

If you used fbi to install the dlc, try instead with devmenu, i had the same issue and solved this way

only way i could get dlc for fates working on Gateway was with NTR. run it straight from emunand with language plugin

maybe it's the same

As has been said fbi does not install dlc right you need to use bbm or Dev menu to install dlc
